Rule doesn't allow for S3 destination

Hello,
New user here. Attempting to set the backup rules to a connected s3 container but the only option is 'synthetic backup' what am I doing wrong?

Scratch that, was able to modify some S3 settings and it now shows as a destination.
Now my issue is that all backup jobs including internal db show queued and not doing anything.
